WLII'S PROPOSED DIRECTIONALIZATION AND SMALL REDUCTION OF ANALOG POWER WITH RESPECT TO ITS LICENSED ANALOG OPERATION IS DIRECTLY RELATED TO THE CONSTRUCTION OF ITS POST-TRANSITION FACILITIES, AS DESCRIBED IN ITS PREVIOUS FORM 387 TRANSITION NOTICES. ITS ANALOG MAIN ANTENNA WAS DIRECTIONALIZED AND HALF OF ITS MAIN TRANSMITTER WAS CONVERTED TO DIGITAL, FOR POST-TRANSITION DTV OPERATION ON CHANNEL 11 IN ACCORDANCE WITH CONSTRUCTION PERMIT BMPCDT-20080619AED. WLII PROVIDED VIEWER NOTIFICATION IN ADVANCE OF ITS REDUCTION TO 50 PERCENT POWER AND USE OF A TEMPORARY ANTENNA TO MAKE THE NECESSARY MAIN ANTENNA MODIFICATIONS.

WITH THE END OF ANALOG BROADCASTING DELAYED, WLII HAS DETERMINED THAT IT CAN ACHIEVE SUBSTANTIAL RESTORATION OF PRE-MODIFICATION ANALOG SERVICE THROUGH THE USE OF ITS DIRECTIONALIZED MAIN ANTENNA, AT AN ERP OF 280 KW (89% OF THE LICENSED VALUE). THE SOUTHWESTERN SECTOR WHERE DIRECTIONALIZATION REDUCES COVERAGE IS CLOSER TO AND SERVED COMPLETELY BY SATELLITE STATION WSUR-TV, WHICH HAS IDENTICAL PROGRAMMING, SO VIEWERS WILL NOT EXPERIENCE A LOSS OF SERVICE. UNDER THE PROPOSED STA OPERATION, ANALOG VIEWERS WILL EXPERIENCE IMPROVED SERVICE, RELATIVE TO THE TEMPORARY 50% POWER MODE USED DURING ANTENNA MODIFICATION. CONSEQUENTLY, AND BASED ON INFORMAL ADVICE FROM THE STAFF, THE STATION BELIEVES THAT NO FURTHER VIEWER NOTIFICATIONS ARE NECESSARY.
