THE PROPOSED FACILITY REQUESTS OPERATION BASED ON EMPLOYING A FULL SERVICE OUT-OF-CHANNEL EMISSION MASK. AS SHOWN IN THE ATTACHED OET-69 INTERFERENCE STUDY, THE PROPOSED FACILITY DOES NOT CAUSE PROHIBITED INTERFERENCE TO ANY PERTINENT STATIONS IF A FULL SERVICE OUT-OF-CHANNEL EMISSION MASK IS EMPLOYED.
THUS WAIVERS OF SECTIONS 74.793 AND 74.794 OF THE FCC'S RULES ARE RESPECTFULLY REQUESTED AS DIGITAL LOW POWER TV STATIONS ARE CURRENTLY LIMITED TO EITHER A SIMPLE OR STRINGENT MASK. Description: TECHNICAL SUMMARY
MINOR CHANGE DISPLACEMENT APPLICATION - FIGURE 1 IS A MAP SHOWING THE FCC PREDICTED 74 DBU CONTOUR FOR THE WBKA-CA LICENSED ANALOG OPERATION AND THE FCC PREDICTED 51 DBU CONTOUR FROM ITS PROPOSED DIGITAL OPERATION. AS SHOWN, THE PROPOSED 51 DBU CONTOUR OVERLAPS A PORTION OF THE LICENSED 74 DBU CONTOUR, THEREFORE, THIS INSTANT APPLICATION IS CONSIDERED A MINOR CHANGE PER SECTION 73.3572.
THE PROPOSED OPERATION WILL PROVIDE THE NECESSARY PROTECTION TO RADIO ASTRONOMY INSTALLATIONS AND FCC MONITORING STATIONS.
CANADIAN COORDINATION - THE PROPOSED CHANNEL 22 OPERATION IS LOCATED 126.8 KILOMETERS FROM THE CLOSEST POINT OF THE US-CANADIAN COMMON BORDER. THEREFORE IF NECESSARY, CANADIAN COORDINATION IS RESPECTFULLY REQUESTED.
RFR COMPLIANCE THE PROPOSED FACILITIES WERE EVALUATED IN TERMS OF POTENTIAL RADIO FREQUENCY (RF) ENERGY EXPOSURE AT GROUND LEVEL TO WORKERS AND THE GENERAL PUBLIC. THE RADIATION CENTER FOR THE PROPOSED DTV ANTENNA IS LOCATED 19.8 METERS ABOVE GROUND LEVEL. THE MAXIMUM DTV ERP IS 9 KW (HORIZONTAL POLARIZATION). A CONSERVATIVE VERTICAL PLANE RELATIVE FIELD VALUE OF 0.15 (FOR ANGLES BELOW 60 DEGREES DOWNWARD) IS PRESUMED FOR THE ANTENNA'S DOWNWARD RADIATION (SEE FIGURE 2 ATTACHED). THE CALCULATED POWER DENSITY AT A POINT 2 METERS ABOVE GROUND LEVEL IS 0.016 MW/CM2. THIS IS 4.62% OF THE FCC'S RECOMMENDED LIMIT OF 0.347 MW/CM2 FOR CHANNEL 22 FOR AN UNCONTROLLED ENVIRONMENT. SINCE THE CALCULATED POWER DENSITY IS LESS THAN 5% OF THE UNCONTROLLED LIMIT, IT IS BELIEVED THE WBKA-CA FACILITY IS IN FULL COMPLIANCE WITH THE FCCS REQUIREMENTS WITH REGARD TO RADIO FREQUENCY RADIATION EXPOSURE.
ACCESS TO THE TRANSMITTING SITE WILL BE RESTRICTED AND APPROPRIATELY MARKED WITH RFR WARNING SIGNS. FURTHERMORE, A PROTOCOL WILL BE IN EFFECT IN THE EVENT THAT WORKERS OR OTHER AUTHORIZED PERSONNEL ENTER THE RESTRICTED AREA OR CLIMB THE TOWER TO ENSURE THAT APPROPRIATE MEASURES WILL BE TAKEN TO ASSURE WORKER SAFETY WITH RESPECT TO RADIO FREQUENCY RADIATION EXPOSURE. SUCH MEASURES INCLUDE REDUCING THE AVERAGE EXPOSURE BY SPREADING OUT THE WORK OVER A LONGER PERIOD OF TIME, WEARING ACCEPTED RFR PROTECTIVE CLOTHING AND/OR RFR EXPOSURE. FURTHERMORE, IT IS NOTED THAT THIS TECHNICAL EXHIBIT ONLY ADDRESSES THE POTENTIAL FOR RADIO FREQUENCY ELECTROMAGNETIC FIELD EXPOSURE. ALL OTHER ASPECTS OF THE ENVIRONMENTAL PROCESSING ANALYSIS WILL BE OR ALREADY HAS BEEN PROVIDED TO THE FCC BY THE TOWER OWNER.
