REASON FOR STA

THE LICENSEE HAS RECEIVED NUMEROUS COMPLAINTS FROM VIEWERS REGARDING RECEPTION OF THE STATION'S POST-TRANSITION DIGITAL SIGNAL. THESE VIEWERS WERE ABLE TO GET GOOD RECEPTION OF THE STATION'S PRE-TRANSITION ANALOG SIGNAL, AND THE LICENSEE BELIEVES THAT THE PROPOSED INCREASE IN ERP TO 28.5 KW WILL HELP TO ALLEVIATE THESE DIGITAL RECEPTION ISSUES. FURTHERMORE, THE COMMISSION IS AWARE OF THE COVERAGE ISSUES RELATED TO VHF STATIONS, ESPECIALLY THOSE OPERATING IN THE LOW VHF BAND (SEE PENDING ERP INCREASE APPLICATIONS OF WPVI-DT ON CHANNEL 6 AT PHILADELPHIA, PA, FCC FILE NO. BPCDT-20090617ADQ AND WRGB ON CHANNEL 6 AT SCHENECTDAY, PA, FCC FILE NO. BPCDT-20090622ABV).

IT IS NOTED THAT THE PROPOSED FACILITY EXCEEDS THE MAXIMUM HEIGHT/POWER LIMITATIONS UNDER SECTION 73.622(F)(6) FOR LOW VHF STATIONS OPERATING IN ZONE 2. HOWEVER THE PROPOSED ERP IS LESS THAN THE MAXIMUM ERP PERMITTED UNDER THAT SECTION FOR LOW VHF DIGTAL STATIONS (45 KW) OPERATING IN ZONES 2 OR 3.

THE PROPOSED WOI-DT OPERATION WILL COMPLY WITH THE 0.5% DE MINIMIS INTERFERENCE PROTECTION REQUIREMENTS AND WILL PROVIDE A CITY GRADE SIGNAL TO ALL OF AMES.

THE PROPOSED OPERATION WILL PROVIDE THE NECESSARY PROTECTION TO RADIO ASTRONOMY INSTALLATIONS AND FCC MONITORING STATIONS. IN ADDITION, THE PROPOSED OPERATION IS LOCATED OUTSIDE THE CANADIAN AND MEXICAN COORDINATION ZONES.

RFR COMPLIANCE - THE PROPOSED FACILITIES WERE EVALUATED IN TERMS OF POTENTIAL RADIO FREQUENCY (RF) ENERGY EXPOSURE AT GROUND LEVEL TO WORKERS AND THE GENERAL PUBLIC. THE RADIATION CENTER FOR THE PROPOSED DTV ANTENNA IS LOCATED 556 METERS ABOVE GROUND LEVEL. THE MAXIMUM DTV ERP IS 28.5 KW (HORIZONTAL POLARIZATION). A WORST-CASE VERTICAL PLANE RELATIVE FIELD VALUE OF 1.0 (FOR ANGLES BELOW 60 DEGREES DOWNWARD) IS ASSUMED FOR THE ANTENNA'S DOWNWARD RADIATION. THE CALCULATED POWER DENSITY AT A POINT 2 METERS ABOVE GROUND LEVEL IS 0.003 MW/CM2. THIS IS 1.5% OF THE FCC'S RECOMMENDED LIMIT OF 0.2 MW/CM2 FOR CHANNEL 5 FOR AN UNCONTROLLED ENVIRONMENT. THEREFORE, BASED ON THE RESPONSIBILITY THRESHOLD OF 5%, THE PROPOSAL WILL COMPLY WITH THE RF EMISSION RULES.

PUBLIC ACCESS TO THE TRANSMITTING SITE IS RESTRICTED AND APPROPRIATELY MARKED WITH RFR WARNING SIGNS. FURTHERMORE, A PROTOCOL IS IN EFFECT IN THE EVENT THAT WORKERS OR OTHER AUTHORIZED PERSONNEL ENTER THE RESTRICTED AREA OR CLIMB THE TOWER TO ENSURE THAT APPROPRIATE MEASURES ARE TAKEN TO ASSURE WORKER SAFETY WITH RESPECT TO RADIO FREQUENCY RADIATION EXPOSURE. SUCH MEASURES INCLUDE REDUCING THE AVERAGE EXPOSURE BY SPREADING OUT THE WORK OVER A LONGER PERIOD OF TIME, WEARING ACCEPTED RFR PROTECTIVE CLOTHING AND/OR RFR EXPOSURE.

FINALLY, THIS TECHNICAL EXHIBIT ONLY ADDRESSES THE POTENTIAL FOR RADIO FREQUENCY ELECTROMAGNETIC FIELD EXPOSURE.
