THIS APPLICATION SEEKS A CONSTRUCTION PERMIT WHICH REPLICATES THE FACILITIES REQUESTED IN FILE NO. BMPTVA-20050314AKH.

WE WOULD POINT OUT THAT SOUTH CAROLINA ETV, THE LICENSEE OF WNTV(DT), CHANNEL 9, GREENVILLE, SC, JUST STUDIED THE RELATIONSHIP BETWEEN A PROPOSAL TO CHANGE ANTENNA AND INCREASE POWER AT WNTV, FILE NO. BPEDT-20100113AAV, AND THE FACILITIES PROPOSED IN WOPI-CA'S BMPTVA-20050314AKH, AND (AS WE READ THEIR ENGINEERING REPORT), WNTV FOUND THAT THERE WOULD NOT BE ANY INTERFERENCE BETWEEN ITS PROPOSED FACILITY AND THE WOPI-CA FACILITIES AS PROPOSED HEREIN.

WNTV IS THE ONLY DT STATION IN PROXIMITY TO WOPI-CA. THE PROPOSED WOPI-CA FACILITY WOULD NOT CAUSE PROHIBITED INTERFERENCE TO CO-OWNED WAPM-CA, BENHAM/LYNCH, KY (CO-CHANNEL 9).

THE CLOSEST CO-CHANNEL DT FACILITIES TO WOPI-CA ARE: WVNS-TV(DT), LEWISBURG, WV, CHANNEL 8, 195.76 KM/121.64 MI FROM WOPI-CA; AND WBIR-TV(DT), KNOXVILLE, TN, CHANNEL 10, 168.84 KM/104.90 MI FROM WOPI-CA.

ENVIRONMENTAL

BEFORE HIS RETIREMENT, STATION WOPI-CA'S CONSULTING RADIO ENGINEER, JULES COHEN, P. E., DETERMINED THAT CALCULATED MAXIMUM RF EXPOSURE IN THE VICINITY OF THE TOWER AT A HEIGHT OF TWO METERS ABOVE GROUND FROM THE WOPI-CA OPERATION WOULD BE 0.062 MICROWATTS PER SQUARE CENTIMETER (μW/CM2), 0.031 PERCENT OF THE GENERAL POPULATION/UNCONTROLLED MAXIMUM PERMITTED EXPOSURE OF 200 μW/CM2 AT CHANNEL 9.

SINCE THAT CALCULATION WAS MADE, THE MAXIMUM RF EXPOSURE HAS DECREASED, BECAUSE:

1. WKPT-TV'S 1,255 KW CH. 19 ANALOG OPERATION IS NOW GONE FROM THE SITE (SAME TOWER AS WOPI-CA).

2. WJHL-DT'S 1,000 KW CH. 58 DIGITAL OPERATION IS NOW GONE FROM THE SITE (TOWER ABOUT 100 FEET AWAY FROM WOPI-CA'S TOWER).

3. WJHL-TV'S 245 KW CH. 11 ANALOG OPERATION HAS BEEN REPLACED BY ITS 34.5 KW DIGITAL OPERATION ON CHANNEL 11 (BOTH ON SAME TOWER ABOUT 100 FEET AWAY FROM WOPI-CA'S TOWER).

PROCEDURES FOR AVOIDING EXCESSIVE EXPOSURE DURING WORK ON THE TOWER ASSURE THAT MAINTENANCE TASKS CAN BE CARRIED OUT WITHOUT SUBJECTING WORKMEN TO EXPOSURE IN EXCESS OF THAT PERMITTED BY THE RULES. POWER IS REDUCED OR TRANSMITTERS SHUT DOWN AS NECESSARY TO AVOID OVER-EXPOSURE.

THUS, THE STATION COMPLIES WITH THE FCC'S CURRENT ENVIRONMENTAL GUIDELINES.
