TECHNICAL SUMMARY

FIGURE 1 - COVERAGE MAP DEMONSTRATING THAT THE APPLICATION IS CONSIDERED A MINOR CHANGE PER SECTION 74.787(B). IN ADDITION, THE PROPOSED TRANSMITTER SITE IS LOCATED LESS THAN 30 MILES FROM THE REFERENCE COORDINATES OF BUCYRUS AS REQUIRED BY SECTION 74.787(A)(4).

DISPLACEMENT RELIEF JUSTIFICATION - THE WMNO-CA LICENSED TRANSMITTER SITE IS LOCATED ONLY 233 KM FROM THE AUTHORIZED OPERATION OF WCPO-TV ON CO-CHANNEL 22 AT CINCINNATI, OHIO (BPCDT-20100115ABY). THEREFORE WMNO-CA IS CONSIDERED TO BE DISPLACED PURSUANT TO SECTION 73.3572(A)(4)(III) AND PERMITTED TO FILE A DISPLACEMENT RELIEF APPLICATION.

THE PROPOSED OPERATION WILL PROVIDE THE NECESSARY PROTECTION TO RADIO ASTRONOMY INSTALLATIONS AND FCC MONITORING STATIONS.

INTERNATIONAL COORDINATION - AS THE FCC NOTED IN THE REPORT AND ORDER IN MB DOCKET NO. 03-185 (REPORT AND ORDER), AT PARAGRAPH 182, THE EXISTING BILATERAL AGREEMENT WITH CANADA CURRENTLY DOES NOT CONTAIN PROVISIONS FOR DIGITAL LPTV STATIONS. FURTHERMORE, THE FCC INDICATED IN THE REPORT AND ORDER THAT THE COORDINATION APPROVAL PROCESS WILL BE ON A CASE-BY-CASE BASIS. STUDIES HAVE BEEN CONDUCTED PRESUMING THAT THE COORDINATION PROVISIONS ULTIMATELY ADOPTED WOULD NOT BE MORE STRINGENT THAN FOR FULL POWER DIGITAL TV (DTV) OPERATIONS. ON THIS BASIS, THE PROPOSED CHANNEL 28 DIGITAL OPERATION WOULD COMPLY WITH THE PERTINENT ALLOCATION CRITERIA AS IT MEETS THE FIRST STEP MINIMUM DISTANCE SEPARATIONS CONTAINED IN THE LETTER OF UNDERSTANDING (LOU, SEPTEMBER 22, 2000) CONCERNING DTV SERVICE ALONG THE COMMON US-CANADIAN BORDER AS INDICATED ON FIGURE 2.

RFR COMPLIANCE - THE PROPOSED FACILITIES WERE EVALUATED IN TERMS OF POTENTIAL RADIO FREQUENCY (RF) ENERGY EXPOSURE AT GROUND LEVEL TO WORKERS AND THE GENERAL PUBLIC. THE RADIATION CENTER FOR THE PROPOSED DTV ANTENNA IS LOCATED 19.8 METERS ABOVE GROUND LEVEL. THE MAXIMUM DTV ERP IS 15 KW (HORIZONTAL POLARIZATION). A WORST-CASE VERTICAL PLANE RELATIVE FIELD VALUE OF 0.15 (FOR ANGLES BELOW 60 DEGREES DOWNWARD) IS PRESUMED FOR THE ANTENNA'S DOWNWARD RADIATION (SEE FIGURE 3). THE CALCULATED POWER DENSITY AT A POINT 2 METERS ABOVE GROUND LEVEL IS 0.036 MW/CM2. THIS IS 9.7% OF THE FCC'S RECOMMENDED LIMIT OF 0.371 MW/CM2 FOR CHANNEL 28 FOR AN UNCONTROLLED ENVIRONMENT. THEREFORE, THE PROPOSAL WILL COMPLY WITH THE RF EMISSION RULES.

ACCESS TO THE TRANSMITTING SITE WILL BE RESTRICTED AND APPROPRIATELY MARKED WITH RFR WARNING SIGNS. FURTHERMORE, A PROTOCOL WILL BE IN EFFECT IN THE EVENT THAT WORKERS OR OTHER AUTHORIZED PERSONNEL ENTER THE RESTRICTED AREA OR CLIMB THE TOWER TO ENSURE THAT APPROPRIATE MEASURES WILL BE TAKEN TO ASSURE WORKER SAFETY WITH RESPECT TO RADIO FREQUENCY RADIATION EXPOSURE. SUCH MEASURES INCLUDE REDUCING THE AVERAGE EXPOSURE BY SPREADING OUT THE WORK OVER A LONGER PERIOD OF TIME, WEARING ACCEPTED RFR PROTECTIVE CLOTHING AND/OR RFR EXPOSURE. FURTHERMORE, IT IS NOTED THAT THIS TECHNICAL EXHIBIT ONLY ADDRESSES THE POTENTIAL FOR RADIO FREQUENCY ELECTROMAGNETIC FIELD EXPOSURE.
