ANTENNA REGISTRATION

THE OVERALL PROPOSED STRUCTURE IS LESS THAN 60 METERS ABOVE GROUND (ONLY 21 METERS). THE ANTENNA WILL BE MOUNTED ON A POLE ON THE ROOF OF AN EXISTING BUILDING, INCREASING HEIGHT BY LESS THAN 6.1 METERS (ONLY 4.6 METERS). WITH SO LOW AN OVERALL STRUCTURE AND SO LITTLE AN INCREASE IN THE EXISTING HEIGHT ABOVE GROUND, NO FAA NOTIFICATION OR ANTENNA STRUCTURE REGISTRATION IS REQUIRED.

THE COMMISSION'S TOWAIR PROGRAM CONFIRMS THAT THE LOCATION IS NOT CLOSE ENOUGH TO AN AIRCRAFT LANDING AREA TO REQUIRE REGISTRATION NOTWITHSTANDING THE NORMAL PRESUMPTION BASED ON THE LOW HEIGHT INVOLVED:

INTERFERENCE STUDY, DUTRIEL, LUNDIN AND RACKLEY INC.

THIS PROPOSAL IS SIMILAR TO THE PROPOSAL IN BPTVA-20090528ACR, WHICH WAS DISMISSED BECAUSE OF INTERFERENCE TO WPRI-TV. ERP HAS BEEN REDUCED TO 16 WATTS TO BRING INTERFERENCE TO WPRI-DT TO WITHIN THE PERMITTED LIMIT OF 0.5%.

THE COMMISSION IS REQUESTED TO CONDUCT ITS BULLETIN OET-69 INTERFERENCE STUDY BASED ON A CELL (GRID) SIZE OF 1 KILOMETER AND A TERRAIN INCREMENT OF 0.1 KILOMETER.

SITE RESTRICTION TO ELECTROMAGNETIC EXPOSURE

AT 16 WATTS ERP, RADIATION AT 2 METERS ABOVE THE ROOFTOP OF THE BUILDING (2.6 METERS BELOW THE CENTER OF RADIATION) WILL BE LESS THAN ONE QUARTER OF ONE PERCENT OF THE FCC LIMIT FOR UNCONTROLLED ENVIRONMENTS. AT THIS VALUE IS FAR BELOW 5%, NO FURTHER ANALYSIS IS REQUIRED.
