REASON FOR SPECIAL TEMPORARY AUTHORITY REQUEST

SAN FRANCISCO TELEVISION STATION KBCW INC. (KBCW), PERMITEE OF KBCW(DT) SAN FRANCISCO, CA., HEREBY REQUESTS SPECIAL TEMPORARY AUTHORITY (STA) TO CONTINUE TO OPERATE AT 330 KW EFFECTIVE RADIATED POWER.

KBCW HAS BEEN GRANTED A CONSTRUCTION PERMIT (BPCDT-20080603AAH) TO CONSTRUCT AND OPERATE ITS FACILITY AT 1000 KW. DUE TO COMPLICATIONS IN HARDWARE AQUISITION AND INSTALLATION LOGISTICS THE STATION WILL REQUIRE ADDITIONAL TIME TO COMPLETE THE UPGRADE TO ACCOMMODATE FULL POWER OPERATION PERMITTED BY THE CONSTRUCTION PERMIT. THE ANTENNA HAS BEEN INSTALLED WITH A CENTER OF RADIATION 268.3 METERS ABOVE GROUND (491.6M HAAT). THIS IS 1.1 METERS (LESS THAN 2 METERS) ABOVE THE LOCATION AUTHORIZED IN THE UNDERLYING CONSTRUCTION PERMIT. THE STATION IS PREPARED TO IMMEDIATELY INCREASE POWER TO AN INTERIM ERP OF 330 KW. THE REQUESTED INCREASE IN ERP WILL IMMEDIATELY IMPROVE SERVICE TO VIEWERS CURRENTLY EXPERIENCING RECEPTION DIFFICULTIES IN THE SAN FRANCISCO BAY AREA.
KBCW WILL COMPLY WITH ALL SPECIAL OPERATING CONDITIONS ON THE CONSTRUCTION PERMIT. IN ADDITION, THE STATION WILL CONTINUE TO COMPLY WITH ALL REQUIREMENTS REGARDING PROTECTION OF THE PUBLIC AND WORKERS TO RADIO FREQUENCY EMISSIONS IN EXCESS OF THE THE PUBLISHED MAXIMIMUM PERMISSIBLE EXPOSURE LEVELS.
DUE TO AN OVERSITE, THIS EXTENSION REQUEST WAS DELAYED. THE STATION HAS BEEN OPERATING UNDER THE CONDITIONS OF THE UNDERLYING STA WITHOUT INTERFERENCE COMPLAINTS FROM THE PUBLIC. THEREFORE, KBCW KINDLY REQUESTS THAT THIS EXTENSION BE GRANTED FOR AN ADDITIONAL TERM.
