TECHNICAL SUMMARY

DISPLACEMENT RELIEF JUSTIFICATION THE CURRENTLY LICENSED (BLTVL-19950728IC) AND AUTHORIZED (BPTVA-20100802BAF) WYCN-LP OPERATIONS ON ANALOG CHANNEL 13 ARE LOCATED WITHIN 265 KM OF WPRI-TV ON DTV CO-CHANNEL 13 AT PROVIDENCE, RI (BLCDT-20040526ALH, BPCDT-20080619AHJ). FURTHERMORE, BASED ON AN OET-69 INTERFERENCE STUDY, THE AUTHORIZED WPRI-TV OPERATION IS PREDICTED TO CAUSE INTERFERENCE TO 2.3% (906 PERSONS) OF WYCN-LP'S LICENSED SERVICE AREA 11.1% (2,726 PERSONS) OF WYCN-LP'S AUTHORIZED SERVICE AREA. THEREFORE, WYCN-LP IS CONSIDERED TO BE DISPLACED PURSUANT TO SECTION 73.3572(A)(4)(II) AND PERMITTED TO FILE A DISPLACEMENT RELIEF APPLICATION.

FIGURE 1 - COVERAGE MAP DEMONSTRATING THAT THE APPLICATION IS CONSIDERED A MINOR CHANGE AS THE PROTECTED CONTOURS FOR THE PROPOSED OEPRATION OVERLAP THE PROTECTED CONTOURS FOR THE LICENSED AND AUTHORIZED WYCN-LP OPERATIONS. IN ADDITION, THE PROPOSED SITE IS LOCATED 5.2 KM (3.2 MILES) AND 6.5 KM (4.0 MILES) FROM THE LICENSED AND AUTHORIZED WYCN-LP SITE LOCATIONS, RESPECTIVELY, WHICH ALSO COMPORTS WITH THE FCCS MINOR CHANGE RULES.

CANADIAN PROTECTION - THE PROPOSED DIGITAL CHANNEL 36 OPERATION WILL BE LOCATED 254.1 KILOMETERS FROM THE CLOSEST POINT OF THE US-CANADIAN COMMON BORDER. SINCE, THERE ARE NO SPECIFIC RULES REGARDING DIGITAL LOW POWER STATIONS ALONG THE COMMON BORDER, THE RULES REGARDING FULL POWER DTV STATIONS WERE EMPLOYED. SPECIFICALLY, CONSIDERATION WAS GIVEN TO THE EXISTING US-CANADIAN TV AGREEMENT (1994) AND LETTER OF UNDERSTANDING (LOU) BETWEEN THE FCC AND INDUSTRY CANADA RELATED TO DTV SERVICE ALONG THE COMMON BORDER (SEPTEMBER 12, 2000). PURSUANT TO THE EXISTING AGREEMENT AND LOU, DTV STATIONS WILL BE REFERRED IF THE PERTINENT INTERFERING CONTOUR WOULD FALL WITHIN THE TERRITORY OF THE OTHER COUNTRY. THE PERTINENT INTERFERING CONTOUR APPLICABLE TO A DIGITAL UHF LPTV STATION IS THE 19.5 DBU, F(50,10) CONTOUR. FIGURE 2 DEPICTS THE LOCATION OF THE 19.5 DBU, F(50,10) INTERFERING CONTOUR BASED ON THE PROPOSED DTV CHANNEL 36 FACILITIES. AS INDICATED ON FIGURE 2, THE 19.5 DBU, F(50,10) CONTOUR DOES NOT OVERLAP CANADIAN LAND AREA. THEREFORE, IT IS NOT BELIEVED NECESSARY TO REFER THE PROPOSAL TO CANADA.

THE PROPOSED OPERATION WILL PROVIDE THE NECESSARY PROTECTION TO RADIO ASTRONOMY INSTALLATIONS AND FCC MONITORING STATIONS.

RFR COMPLIANCE - THE PROPOSED FACILITIES WERE EVALUATED IN TERMS OF POTENTIAL RADIO FREQUENCY (RF) ENERGY EXPOSURE AT GROUND LEVEL TO WORKERS AND THE GENERAL PUBLIC. THE RADIATION CENTER FOR THE PROPOSED DTV ANTENNA IS LOCATED 89.3 METERS ABOVE GROUND LEVEL. THE MAXIMUM DTV ERP IS 15 KW (HORIZONTAL POLARIZATION). A GREATER THAN EXPECTED VERTICAL PLANE RELATIVE FIELD VALUE OF 0.25 (FOR ANGLES BELOW 60 DEGREES DOWNWARD) IS PRESUMED FOR THE ANTENNA'S DOWNWARD RADIATION (SEE FIGURE 3). THE CALCULATED POWER DENSITY AT A POINT 2 METERS ABOVE GROUND LEVEL IS 0.0041 MW/CM2. THIS IS 1.0% OF THE FCC'S RECOMMENDED LIMIT OF 0.403 MW/CM2 FOR CHANNEL 36 FOR AN UNCONTROLLED ENVIRONMENT. THEREFORE, BASED ON THE RESPONSIBILITY THRESHOLD OF 5%, THE PROPOSAL WILL COMPLY WITH THE RF EMISSION RULES.

ACCESS TO THE TRANSMITTING SITE WILL BE RESTRICTED AND APPROPRIATELY MARKED WITH RFR WARNING SIGNS. FURTHERMORE, AS THIS IS A MULTI-USER SITE, A PROTOCOL WILL BE IN EFFECT WITH THE OTHER STATIONS IN THE EVENT THAT WORKERS OR OTHER AUTHORIZED PERSONNEL ENTER THE RESTRICTED AREA OR CLIMB THE TOWER TO ENSURE THAT APPROPRIATE MEASURES WILL BE TAKEN TO ASSURE WORKER SAFETY WITH RESPECT TO RADIO FREQUENCY RADIATION EXPOSURE. SUCH MEASURES INCLUDE REDUCING THE AVERAGE EXPOSURE BY SPREADING OUT THE WORK OVER A LONGER PERIOD OF TIME, WEARING ACCEPTED RFR PROTECTIVE CLOTHING AND/OR RFR EXPOSURE. FURTHERMORE, IT IS NOTED THAT THIS TECHNICAL EXHIBIT ONLY ADDRESSES THE POTENTIAL FOR RADIO FREQUENCY ELECTROMAGNETIC FIELD EXPOSURE.
