COVERAGE CONTOURS

THE SUBSTITUTION OF AN ELLIPTICALLY-POLARIZED TRANSMITTING ANTENNA FOR THE LICENSED HORIZONTALLY-POLARIZED OMNIDIRECTIONAL ANTENNA WILL RESULT IN A 3.7-METER REDUCTION IN THE CENTER-OF-RADIATION (C.O.R.) HEIGHT, FROM 43.9 M AGL/1,065.0 M AMSL/371.2 M HAAT TO 40.2 M AGL/1,061.3 M AMSL/367.5 M HAAT. IT IS REQUESTED THAT THE STATION LICENSE REFLECT THESE CHANGED HEIGHTS, IN ADDITION TO THE CHANGED ANTENNA MODEL NUMBER.

THIS C.O.R. HEIGHT DECREASE IS WITHIN THE +2/-4 METER ALLOWABLE WINDOW SPECIFIED IN SECTION 73.1690(C)(1) OF THE FCC RULES. AS SHOWN BY THE ATTACHED EXHIBIT 6, THE KLVX F(50,90) 43 DBU DTV CITY GRADE CONTOUR WOULD CONTINUE TO ENTIRELY ENCOMPASS LAS VEGAS.

THE NEW ANTENNA IS OMNIDIRECTIONAL FOR ITS HPOL COMPONENT, BUT DIRECTIONAL FOR ITS VPOL COMPONENT. THE VPOL COMPONENT IS 66.5 KW ERP, OR 63.3% ELLIPTICAL POLARIZATION, AND IS WITHIN THE HPOL COMPONENT AT ALL AZIMUTHS. BECAUSE SECTION 73.625(C)(3)(II) SPECIFIES THAT COVERAGE CONTOURS ARE BASED ONLY ON THE HORIZONTALLY-POLARIZED COMPONENT, THE EXHIBIT 6 CONTOURS ARE BASED ON OMNIDIRECTIONAL OPERATION.

THE OVERALL STRUCTURE HEIGHT WILL DECREASE BY 2.1 METERS, FROM 53.6 M AGL TO 51.5 M AGL. THE TOWER DOES NOT REQUIRE AN ASR. IT IS AGAIN REQUESTED THAT WHEN THE REVISED LICENSE IS ISSUE, THIS NEW TOWER HEIGHT BE USED.

ENVIRONMENTAL CONSIDERATIONS

GRANT OF THIS APPLICATION WOULD NOT BE A MAJOR ENVIRONMENTAL ACTION. NONE OF THE CONDITIONS IN SECTION 1.1307 OF THE FCC RULES, DEFINING POTENTIAL MAJOR ENVIRONMENTAL ACTIONS, ARE BELIEVED TO APPLY. THIS IS AN EXISTING TOWER AT AN ESTABLISHED SITE (BLACK MOUNTAIN), AND THE TOWER DOES NOT REQUIRE AN ANTENNA STRUCTURE REGISTRATION.

THE BLACK MOUNTAIN SITE IS A CONTROLLED-ACCESS SITE, WITH A LOCKED GATE AT THE ACCESS ROAD LEADING TO THE SITE. THE NEW ELLIPTICALLY-POLARIZED OPERATION WOULD CONTINUE TO MEET FCC GUIDELINES FOR HUMAN EXPOSURE TO RADIO FREQUENCY ENERGY. THE PREDICTED MAXIMUM GROUND LEVEL POWER DENSITY FOR THE KLVX OPERATION, INCLUDING THE NOW ADDED VERTICALLY POLARIZED COMPONENT, IS 0.91% OF THE 1 MW/SQ. CM OCCUPATIONAL LIMIT APPLYING AT VHF TV FREQUENCIES. BECAUSE THIS IS LESS THAN 5% OF THE OCCUPATIONAL LIMIT, THE APPLICANT IS CATEGORICALLY EXCLUDED BY SECTION 1.1307(B)(3) OF THE FCC RULES FROM HAVING TO CONSIDER THE CONTRIBUTIONS OF OTHER STATIONS AT THE SITE.
