FIGURE 1 - COVERAGE MAP DEMONSTRATING THAT THE APPLICATION IS CONSIDERED A MINOR CHANGE PER SECTION 74.787(B).
CANADIAN PROTECTION - THE PROPOSED DIGITAL CHANNEL 28 OPERATION WILL BE LOCATED 127 KILOMETERS FROM THE CLOSEST POINT OF THE US-CANADIAN COMMON BORDER. SINCE, THERE ARE NO SPECIFIC RULES REGARDING DIGITAL LOW POWER STATIONS ALONG THE COMMON BORDER, THE RULES REGARDING FULL POWER DTV STATIONS WERE EMPLOYED. SPECIFICALLY, CONSIDERATION WAS GIVEN TO THE EXISTING US-CANADIAN TV AGREEMENT (1994) AND LETTER OF UNDERSTANDING (LOU) BETWEEN THE FCC AND INDUSTRY CANADA RELATED TO DTV SERVICE ALONG THE COMMON BORDER (SEPTEMBER 12, 2000). PURSUANT TO THE EXISTING AGREEMENT AND LOU, DTV STATIONS WILL NORMALLY BE REFERRED IF THE PERTINENT INTERFERING CONTOUR, WHICH IN THIS CASE IS THE 25.1 DBU, F(50,10) CONTOUR, WOULD FALL WITHIN THE TERRITORY OF THE OTHER COUNTRY. HOWEVER, AS INDICATED BY FIGURE 2, THE PROPOSED 25.1 DBU, F(50,10) INTERFERING CONTOUR DOES NOT EXTEND BEYOND THE AUTHORIZED 25.1 DBU CONTOUR TOWARDS THE CANADIAN BORDER AREA. FURTHERMORE, THE AUTHORIZED OPERATION WAS PREVIOUSLY COORDINATED WITH CANADA. THEREFORE, IT IS NOT BELIEVED NECESSARY TO REFER THE PROPOSAL TO CANADA.
THE PROPOSED OPERATION WILL PROVIDE THE NECESSARY PROTECTION TO RADIO ASTRONOMY INSTALLATIONS AND FCC MONITORING STATIONS.
RFR COMPLIANCE - THE PROPOSED DTV ANTENNA WILL BE POLE-MOUNTED ATOP AN EXISTING BUILDING WITH THE RADIATION CENTER LOCATED 14 METERS ABOVE THE BUILDINGS ROOFTOP. THEREFORE, THE PROPOSED FACILITIES WERE EVALUATED IN TERMS OF POTENTIAL RADIO FREQUENCY (RF) ENERGY EXPOSURE TO WORKERS AND THE GENERAL PUBLIC AT THE BASE OF THE TOWER ATOP THE BUILDING . THE MAXIMUM DTV ERP IS 15 KW (HORIZONTAL POLARIZATION). A GREATER THAN EXPECTED VERTICAL PLANE RELATIVE FIELD VALUE OF 0.21 (FOR ANGLES BELOW 60 DEGREES DOWNWARD) IS PRESUMED FOR THE ANTENNA'S DOWNWARD RADIATION (SEE FIGURE 3). THE CALCULATED POWER DENSITY AT A POINT 2 METERS ABOVE THE BUILDING ROOFTOP AT THE BASE OF THE TOWER IS 0.153 MW/CM2. THIS IS 41.3% OF THE COMMISSION'S RECOMMENDED LIMIT APPLICABLE TO GENERAL POPULATION/UNCONTROLLED EXPOSURE AREAS (0.371 MW/CM2 FOR TV CHANNEL 28), AND 8.2% OF THE COMMISSION'S RECOMMENDED LIMIT APPLICABLE TO CONTROLLED EXPOSURE AREAS (1.856 MW/CM2 FOR TV CHANNEL 28). THEREFORE, THE PROPOSAL WILL COMPLY WITH THE RF EMISSION RULES.
ACCESS TO THE TRANSMITTING SITE ATOP THE BUILDINGS ROOFTOP WILL BE RESTRICTED AND APPROPRIATELY MARKED WITH WARNING SIGNS. FURTHERMORE, A PROTOCOL WILL BE IN EFFECT IN THE EVENT THAT WORKERS OR OTHER AUTHORIZED PERSONNEL ENTER THE RESTRICTED AREA OR CLIMB THE TOWER TO ENSURE THAT APPROPRIATE MEASURES WILL BE TAKEN TO ASSURE WORKER SAFETY WITH RESPECT TO RADIO FREQUENCY RADIATION EXPOSURE. SUCH MEASURES INCLUDE REDUCING THE AVERAGE EXPOSURE BY SPREADING OUT THE WORK OVER A LONGER PERIOD OF TIME, WEARING ACCEPTED RFR PROTECTIVE CLOTHING AND/OR RFR EXPOSURE MONITORS OR SCHEDULING WORK WHEN THE STATIONS ARE AT REDUCED POWER OR SHUT DOWN.
