FILING INSTRUCTIONS

Broadcast station licensees are required to afford equal employment opportunity to all qualified persons and to refrain from discriminating in employment and related benefits on the basis of race, color, national origin, religion, and sex. See 47 C.F.R. Section 73.2080. Pursuant to these requirements, a license renewal applicant whose station employment unit employs five or more full-time station employees must file a report of its activities to ensure equal employment opportunity. If a station employment unit employs fewer than five full-time employees, no equal employment opportunity program information need be filed. If a station employment unit is filing a combined report, a copy of the report must be filed with each station's renewal application.

A copy of this report must be kept in the station's public file. These actions are required to obtain license renewal. Failure to meet these requirements may result in sanctions or license renewal being delayed or denied. These requirements are contained in 47 C.F.R. Section 73.2080 and are authorized by the Communications Act of 1934, as amended.

The purpose of this document is to provide broadcast licensees, the FCC, and the public with information about whether the station is meeting equal employment opportunity requirements.

GENERAL POLICY
A broadcast station must provide equal employment opportunity to all qualified individuals without regard to their race, color, national origin, religion or sex in all personnel actions including recruitment, evaluation, selection, promotion, compensation, training and termination.

RESPONSIBILITY FOR IMPLEMENTATION
A broadcast station must assign a particular official overall responsibility for equal employment opportunity at the station. That official's name and title are:

DISCRIMINATION COMPLAINTS

DURING THE COURSE OF THIS LICENSE TERM, ZGS EL PASO TELEVISION RECEIVED ONE DISCRIMINATION COMPLAINT WHICH HAS BEEN RESOLVED. JOSE ARANGO, A FORMER EMPLOYEE, FILED A CHARGE OF DISCRIMINATION WITH THE TEXAS WORKFORCE COMMISSION CIVIL RIGHTS DIVISION (EEOC CHARGE NO. 453-2011-00700) AGAINST ZGS EL PASO TELEVISION AND ZGS COMMUNICATIONS ON APRIL 6, 2011. HE ALLEGED THAT HE WAS WRONGFULLY TERMINATED IN MARCH OF 2011 ON THE BASIS OF SEX, NATIONAL ORIGIN AND AGE. HE ALSO ALLEGED RETALIATION. BASED UPON ITS INVESTIGATION, THE EEOC WAS UNABLE TO CONCLUDE THAT THE INFORMATION OBTAINED VIOLATED ANY STATUTES AND AS A RESULT CLOSED THE CASE.   ZGS EL PASO TELEVISION AND ZGS COMMUNICATIONS RECEIVED THE DISMISSAL AND NOTICE OF RIGHTS IN APRIL OF 2012.

THE STATION EMPLOYMENT UNIT THAT INCLUDES KTDO-TV, OWNED BY ZGS COMMUNICATIONS, ACHIEVED BROAD AND INCLUSIVE OUTREACH DURING THE PAST TWO YEARS. AS ONE OF THE MOST WATCHED SPANISH-LANGUAGE STATIONS IN THE MARKET, KTDO IS AWARE OF ITS OBLIGATION TO SERVE ITS AUDIENCE AND IS ALWAYS PURSUING OPPORTUNITIES TO HIGHLIGHT THE STATION AS WELL AS TELEVISION, BROADCASTING AND MEDIA CAREERS TO THE HISPANIC COMMUNITY. AS DOCUMENTED IN THE STATIONS MOST RECENT EEO REPORTS, THE STATION EMPLOYMENT UNIT UTILIZES A VARIETY OF RECRUITMENT SOURCES INCLUDING ONLINE, TRADITIONAL PRINT, COMMUNITY EVENTS, LOCAL RELATIONSHIPS, WORKFORCE BOARDS, AND INTERNSHIP PROGRAMS, AS WELL AS MEDIA, EDUCATION AND ORGANIZATION PARTNERSHIPS AS PART OF ITS OUTREACH EFFORTS. THE STATION AND ZGS SENIOR MANAGEMENT WORK TOGETHER TO DETERMINE THE BEST RECRUITMENT SOURCES FOR THE OPEN POSITION. THE STATION IS HEAVILY INVOLVED IN THE COMMUNITY ATTENDING AND HOSTING NUMEROUS GRASSROOTS EVENTS THROUGHOUT THE YEAR THAT REACH VIEWERS. KTDOS MANAGEMENT, AS WELL AS THE ZGS CORPORATE TEAM, ARE INVOLVED IN A VARIETY OF BOARDS AND PROFESSIONAL NETWORKING ACTIVITIES, INTENDED TO FURTHER OPPORTUNITIES AND REPRESENTATION OF MINORITY STUDENTS IN THE BROADCASTING INDUSTRY. THE STATION IS WELL-KNOWN IN THE COMMUNITY AND HAS STRONG PARTNERSHIPS WITH AREA BUSINESSES, COMMUNITY ORGANIZATIONS, EDUCATIONAL INSTITUTIONS AND LOCAL GOVERNMENTS.   THE UNIQUE TIES TO BOTH THE COMMUNITY AND AUDIENCES ALLOW KTDO TO RECRUIT FROM DIVERSE BACKGROUNDS AND ACHIEVE BROAD AND INCLUSIVE OUTREACH FOR ALL POSITIONS BY ATTRACTING LOCAL CANDIDATES AND CREATING AWARENESS ABOUT CAREERS IN THE MEDIA INDUSTRY.

THE STATION CONTINUALLY FOSTERS AND DEVELOPS LOCAL PARTNERSHIPS WITH AREA EDUCATIONAL INSTITUTIONS. ITS CLOSE TIES TO THE UNIVERSITY OF TEXAS EL PASO ALLOWS FOR A VARIETY OF PARTNERSHIPS INCLUDING AN ONGOING INTERNSHIP PROGRAM AS WELL AS CLOSE COMMUNICATION WITH SPECIFIC ACADEMIC DEPARTMENTS. ADDITIONALLY THE STATION HAS DEVELOPED A UNIQUE PRODUCTION PARTNERSHIP WITH LOCAL SCHOOL DISTRICTS WHICH AFFORDS HIGH SCHOOLS STUDENTS THE OPPORTUNITY TO PARTICIPATE IN THE ACTUAL PRODUCTION OF KTDOS LOCAL COMMUNITY AFFAIRS SHOW HOLACIUDAD! TEVE, GIVING STUDENTS TANGIBLE EXPERIENCE AS WELL AS PRODUCTION CREDITS. OVER THE PAST TWO YEARS, KTDO HAS WORKED WITH THREE INDEPENDENT SCHOOL DISTRICTS ON THIS INNOVATIVE PROGRAM. KTDO IS ENGAGED WITH ITS AUDIENCE AND UNDERSTANDS THAT IN THE HISPANIC COMMUNITY, TARGETING AND MOTIVATING STUDENTS AT AN EARLY AGE IS CRITICAL FOR FUTURE SUCCESS. AS A RESULT, THE TELEVISION STATION TAKES ADVANTAGE OF ANY AND ALL OPPORTUNITIES TO REACH STUDENTS. THE STATION REGULARLY OPENS ITS DOORS TO EDUCATIONAL AND COMMUNITY GROUPS FOR TOURS SO STUDENTS CAN EXPERIENCE THE OPERATIONS OF A TELEVISION STATION FIRST HAND. ADDITIONALLY, KTDOS NEWS PERSONNEL ARE ACTIVELY INVOLVED IN OUTREACH EFFORTS ATTENDING CAREER DAYS AND PARTICIPATING IN OTHER LOCAL PROGRAMS TO BENEFIT BOTH STUDENTS AND THE COMMUNITY AT LARGE. KTDO IS ENGAGED IN ITS COMMUNITY AND IS DEDICATED TO PROVIDING ON-GOING OPPORTUNITIES, INFORMATION AND RESOURCES.

THE STATION MANAGER AND ZGS SENIOR MANAGEMENT TEAM WORK TOGETHER TO ENSURE THE ENFORCEMENT OF EEO POLICIES. KTDO IS COMMITTED TO PROVIDING EQUAL EMPLOYMENT OPPORTUNITY AS DEMONSTRATED BY OUR DIVERSE WORKFORCE AND ONGOING HIRING PRACTICES. IT IS THE POLICY OF KTDO TO WIDELY DISSEMINATE ALL POSITION ANNOUNCEMENTS. THE STATION AND CORPORATE OFFICE WORK TOGETHER TO CONTINUALLY EVALUATE ADDITIONAL OPPORTUNITIES TO EXPAND AND ENHANCE RECRUITMENT ACTIVITIES.
