FILING INSTRUCTIONS

Broadcast station licensees are required to afford equal employment opportunity to all qualified persons and to refrain from discriminating in employment and related benefits on the basis of race, color, national origin, religion, and sex. See 47 C.F.R. Section 73.2080. Pursuant to these requirements, a license renewal applicant whose station employment unit employs five or more full-time station employees must file a report of its activities to ensure equal employment opportunity. If a station employment unit employs fewer than five full-time employees, no equal employment opportunity program information need be filed. If a station employment unit is filing a combined report, a copy of the report must be filed with each station's renewal application.

A copy of this report must be kept in the station's public file. These actions are required to obtain license renewal. Failure to meet these requirements may result in sanctions or license renewal being delayed or denied. These requirements are contained in 47 C.F.R. Section 73.2080 and are authorized by the Communications Act of 1934, as amended.

The purpose of this document is to provide broadcast licensees, the FCC, and the public with information about whether the station is meeting equal employment opportunity requirements.

GENERAL POLICY
A broadcast station must provide equal employment opportunity to all qualified individuals without regard to their race, color, national origin, religion or sex in all personnel actions including recruitment, evaluation, selection, promotion, compensation, training and termination.

RESPONSIBILITY FOR IMPLEMENTATION
A broadcast station must assign a particular official overall responsibility for equal employment opportunity at the station. That official's name and title are:

ON JUNE 26, 2013, NICOLE OSEI FILED A DISCRIMINATION COMPLAINT AGAINST KSWO TELEVISION COMPANY, INC. WITH THE EQUAL EMPLOYMENT OPPORTUNITY COMMISSION, ALLEGING RACIAL, COLOR, SEXUAL DISCRIMINATION AND RETALIATION AGAINST THE STATION. MS. OSEI CLAIMS SHE WAS PASSED OVER FOR PROMOTIONS AND RAISES IN PAY. NICOLE OSEI VS. CHANNEL 7 NEWS, CHARGE NO. 564-2013-01020. MS. OSEI WAS EMPLOYED BY KSWO AS A REPORTER. ON OCTOBER 2, 2013, KSWO FILED ITS POSITION STATEMENT WITH THE EEOC, WHERE THE MATTER REMAINS PENDING. KSWO STRONGLY BELIEVES THAT THE FACTS CLEARLY DEMONSTRATE THAT IT HAS AT ALL TIMES COMPLIED WITH THE PROVISIONS OF TITLE VII OF THE CIVIL RIGHTS ACT ('TITLE VII') AND THE AMERICANS WITH DISABILITIES ACT.

NARRATIVE STATEMENT REGARDING WIDE DISSEMINATION OF THE KSWO-TV EEO PROGRAM

THIS NARRATIVE STATEMENT CONCERNS THE STATION EMPLOYMENT UNIT COMPRISED OF THE FOLLOWING ENTITIES. KSWO TELEVISION COMPANY, INC. THE LICENSEE OF KSWO-TV, LAWTON, OKLAHOMA; KSWX-LP, DUNCAN, OKLAHOMA; ADELANTE TELEVISION LIMITED PARTNERSHIP IS THE LICENSEE OF KKTM-LP, ALTUS, OKLAHOMA; AND TEXHOMA BROADCASTING, LLC IS AN AFFILIATED COMPANY PROVIDING SALES AND SUPPORT SERVICES TO KAUZ-TV, WICHITA FALLS, TEXAS. THIS EMPLOYMENT UNIT HAS ACHIEVED BROAD OUTREACH DURING THE PREVIOUS TWO YEARS IN THE FOLLOWING MANNER.

OUR HUMAN RESOURCE DEPARTMENT PROVIDES JOB POSTINGS TO OVER 50 ORGANIZATIONS INCLUDING UNIVERSITIES, TECHNOLOGY CENTERS, BROADCASTING SCHOOLS, BROADCASTING ASSOCIATIONS, EMPLOYMENT CENTERS, NATIONAL JOB BANKS, AND FRATERNAL ORGANIZATIONS. IN ADDITION, OUR POSTINGS ARE PLACED ON THE STATIONS WEBSITE AND POSTED INTERNALLY AT OTHER TELEVISION STATIONS AFFILIATED WITH OUR STATION OWNERSHIP. WHEN OPENINGS OCCUR WE SCHEDULE AND RUN JOB OPENING ANNOUNCEMENTS ON OUR MAIN AND SECONDARY CHANNELS.

OUR HUMAN RESOURCE DIRECTOR AND OTHER MANAGERS REGULARLY ATTEND JOB FAIRS IN ORDER TO INFORM PROSPECTIVE EMPLOYEES ABOUT OUR OPENINGS AND OPPORTUNITIES THAT MAY BE AVAILABLE TO THEM THROUGH THE STATIONS. IN THE PAST TWO YEARS MORE THAN 8 JOB FAIRS HAVE BEEN ATTENDED IN VARIOUS LOCATIONS THROUGHOUT TEXAS AND OKLAHOMA IN THE HOPE OF REACHING A BROAD GROUP OF INTERESTED APPLICANTS. OUR STATIONS PARTICIPATE IN INTERNSHIP PROGRAMS THROUGH AREA UNIVERSITIES AND IN THE PAST TWO YEARS AT LEAST 6 INTERNS HAVE RECEIVED HANDS ON TRAINING IN OUR STATIONS. WE PROVIDE A SCHOLARSHIP PROGRAM FOR THE THREE LAWTON AREA HIGH SCHOOLS. THE AWARD RECIPIENTS ARE SELECTED YEARLY BY THE LAWTON PUBLIC SCHOOL BOARD. WE REGULARLY PROVIDE STATION TOURS FOR INTERESTED ORGANIZATIONS OR SCHOOLS WHICH WE HOPE WILL ENCOURAGE INTERESTED PERSONS TO PURSUE A CAREER IN BROADCASTING. WHILE MANY OF THESE TOURS ARE PROVIDED TO ORGANIZATIONS AND SCHOOL AGE CHILDREN WHO ARE NOT YET IN THE JOB MARKET, WE BELIEVE THESE OPPORTUNITIES MAY SPARK FUTURE INTEREST AND A DESIRE TO LEARN MORE ABOUT OUR BUSINESS.

WE ENCOURAGE OUR EMPLOYEES TO MAKE THEMSELVES AVAILABLE FOR SPEAKING ENGAGEMENTS. WE BELIEVE THESE ENGAGEMENTS PROVIDE A UNIQUE OPPORTUNITY BECAUSE NOT ONLY CAN WE EXPLAIN THE NATURE OF THE JOB WE PERFORM, WE CAN AND DO ENCOURAGE AUDIENCE MEMBERS OR STUDENTS WHO MAY BE INTERESTED IN A POSSIBLE CAREER IN OUR BUSINESS TO PURSUE AN OPPORTUNITY. WE ALSO BELIEVE IN CONTINUED TRAINING IN ORDER TO PREVENT DISCRIMINATION. IN THE PAST TWO YEARS WE HAVE HAD EMPLOYEES ATTEND MOCK INTERVIEWING SEMINARS, HUMAN RESOURCE CONFERENCES, BROADCASTING CONVENTIONS, EMPLOYER SERVICES SEMINARS AND TARGETED SELECTION TRAINING. TARGETED SELECTION TRAINING IS PROVIDED TO OUR DEPARTMENT HEADS AND THOSE PERSONS WHO MAY BE REQUIRED TO INTERVIEW A PROSPECTIVE EMPLOYEE THROUGH THE GREAT PLAINS VO-TECH IN LAWTON, OKLAHOMA. THESE CLASSES ARE DESIGNED TO INSTRUCT MANAGERS ABOUT A MORE PRECISE WAY TO INTERVIEW APPLICANTS IN ORDER TO ELIMINATE SUBJECTIVITY IN THE HIRING PROCESS. USING THIS METHOD MANAGERS CAN EVALUATE EACH APPLICANT ON HIS OR HER OWN MERITS AND EXPERIENCES RATHER THAN ON ANY SUBJECTIVE EVALUATION WHICH MAY IMPACT THE INTERVIEW. WE BELIEVE THIS METHOD ALSO HELPS HIRE MORE FULLY QUALIFIED CANDIDATES.

WE BELIEVE WE HAVE A SUCCESSFUL EEO PROGRAM THAT HAS PROVIDED BOTH WIDE DISSEMINATION AND EQUAL PROTECTION FOR OUR APPLICANTS AND OUR EMPLOYEES.
