EXHIBIT 1-EXPLANATION REGARDING REQUEST FOR EXTENSION OF CP

GEORGIA TELEVISION, LLC ('LICENSEE'), PERMITTEE OF A NEW REPLACEMENT TRANSLATOR TO SERVE NEWNAN, GEORGIA,(THE 'STATION'), HEREBY REQUESTS AN EXTENSION OF THE EXPIRATION DATE FOR THE ABOVE-CAPTIONED DIGITAL REPLACEMENT TRANSLATOR CONSTRUCTION PERMIT. LICENSEE HAS NOT YET COMPLETED CONSTRUCTION OF THE STATION'S DIGITAL FACILITIES, AND THE PERMIT IS DUE TO EXPIRE ON JUNE 8, 2014. THIS IS THE SECOND REQUEST FOR EXTENSION.

IN ITS REPORT AND ORDER ON DIGITAL LOW POWER TELEVISION AND TV TRANSLATORS, THE COMMISSION ADOPTED CONSTRUCTION PERMIT EXTENSION PROCEDURES FOR DIGITAL LOW POWER SERVICES BECAUSE IT ANTICIPATED THAT STATIONS WOULD FIND THE CONSTRUCTION PROCESS VERY CHALLENGING, AND WANTED TO ALLOW THOSE PERMITTEES THAT EXPERIENCE DELAYS IN CONSTRUCTION OR FINANCIAL HARDSHIP THE OPPORTUNITY TO EXTEND THEIR PERMITS. ACCORDINGLY, THE COMMISSION ALLOWED LOW POWER DIGITAL PERMITTEES TO REQUEST AN EXTENSION OF UP TO SIX MONTHS TO COMPLETE CONSTRUCTION, AND DELEGATED AUTHORITY TO THE MEDIA BUREAU TO GRANT UP TO TWO SUCH EXTENSIONS.

LICENSEE HAS NOT BEEN ABLE TO COMPLETE CONSTRUCTION BEFORE THE PERMIT DEADLINE. ACCORDINGLY, LICENSEE REQUESTS AN EXTENSION OF THE STATION'S CONSTRUCTION PERMIT TO PROVIDE LICENSEE WITH ADDITIONAL TIME TO CONSTRUCT ITS NEW DIGITAL FACILITIES FOR THE STATION.
