ON OCTOBER 12, 2013, THE CLOSING CREDITS FOR LAZYTOWN, A 30-MINUTE EDUCATIONAL AND INFORMATIONAL PROGRAM SUPPLIED TO THE NBC NETWORK BY SPROUT FOR THE NBC KIDS' SATURDAY MORNING E/I BLOCK, WHICH AIRED ON STATION WCAU, INADVERTENTLY INCLUDED A FLEETING (ONE-HALF SECOND) DISPLAY OF THE URL FOR A WEBSITE (WWW.LAZYTOWN.COM) THAT DID NOT CONFORM TO THE FCC'S CHILDREN'S TV COMMERCIAL LIMIT RULES FOR WEB SITE DISPLAYS. THE DISPLAY OF THE URL WAS FLEETING AND BARELY DISCERNIBLE BY VIEWERS AND WAS THEREFORE MISSED IN THE STANDARD REVIEW PROCESS. THE NBC NETWORK TAKES PRECAUTIONS TO AVOID ANY POTENTIAL VIOLATIONS OF THE FCC'S WEBSITE RULES. SPECIFICALLY, EACH EPISODE OF THE NBC KID'S SATURDAY MORNING E/I BLOCK IS REVIEWED BY SPROUT, WHOSE POLICY IS TO REMOVE ALL URLS FROM PROGRAM MATERIALS. IN THIS CASE, HOWEVER, THE DISPLAY OF THE URL IN THE CLOSING CREDITS WAS SO FLEETING IT WAS MISSED DURING THE REVIEW PROCESS. THE NBC NETWORK IS WORKING WITH SPROUT TO DEVELOP AND IMPLEMENT ADDITIONAL PROCEDURES TO MINIMIZE THE POSSIBILITY OF A RE-OCCURRENCE OF THIS ISOLATED INCIDENT.

AS EXPLAINED BELOW, THESE REPORTS WERE IN FACT TIMELY FILED AND WERE EITHER OVER-WRITTEN BY SUBSEQUENTLY FILED REPORTS OR WERE AMENDED TO CORRECT ERRORS. ALSO DURING THIS REVIEW, THE LICENSEE DISCOVERED CLERICAL AND OTHER ERRORS IN A NUMBER OF THE REPORTS, INCLUDING SEVERAL THAT AFFECTED THE TOTAL NUMBER OF HOURS OF CORE PROGRAMMING BROADCAST BY THE STATION. DURING THE EIGHT-YEAR LICENSE TERM, THE STATION HAS ROUTINELY SCHEDULED AND AIRED THREE HOURS OF CORE CHILDREN'S EDUCATIONAL AND INFORMATIONAL PROGRAMMING ON ITS PRIMARY CHANNEL EACH WEEK, INCLUDING RESCHEDULED PREEMPTIONS. THE STATION ALSO HAS AIRED AN AVERAGE OF THREE HOURS PER WEEK OF REGULARLY SCHEDULED CORE EDUCATIONAL AND INFORMATIONAL PROGRAMMING ON EACH OF ITS MULTICAST CHANNELS, AND IN THE FOURTH QUARTER OF 2011, THE STATION INCREASED CORE PROGRAMMING ON ONE OF ITS MULTICAST CHANNELS TO AN AVERAGE OF FOUR HOURS PER WEEK IN ACCORDANCE WITH THE COMMISSION ORDER APPROVING THE COMCAST/NBCUNIVERSAL TRANSACTION. IN CERTAIN INSTANCES, DESCRIBED IN DETAIL BELOW, THE STATION WAS UNABLE TO RESCHEDULE PREEMPTED EPISODES ON ITS PRIMARY CHANNEL IN A PARTICULAR CALENDAR QUARTER DUE TO TIMELY COVERAGE OF NBC NETWORK SPORTS. ACCORDINGLY, OUT OF AN ABUNDANCE OF CAUTION, THE STATION HAS RESPONDED 'NO' TO QUESTION 7 AND HAS AMENDED THESE REPORTS TO CORRECT THE AVERAGE NUMBER OF HOURS PER WEEK. BECAUSE, IN THE VAST MAJORITY OF QUARTERS, THE STATION HAS CLEARLY SATISFIED THE STANDARD THREE-HOUR CHILDREN'S PROGRAMMING REQUIREMENT, INCLUDING APPROPRIATELY RESCHEDULED PREEMPTIONS OF SUCH PROGRAMMING, AND HAS PROVIDED ADDITIONAL PROGRAMMING OF INTEREST TO CHILDREN AND FAMILIES OUTSIDE OF THE E/I BLOCK AS DETAILED BELOW, THE STATION'S RENEWAL SHOULD BE APPROVED UNDER THE STANDARD STAFF PROCESSING PROCEDURE.

IN 3RD QUARTER 2007, THE STATION WAS UNABLE TO RESCHEDULE TEN EPISODES OF E/I PROGRAMMING ON THE PRIMARY CHANNEL, WHICH WAS PREEMPTED DUE TO LIVE SPORTS COVERAGE. (THE REPORT FOR 3RD QUARTER 2007 AS ORIGINALLY FILED LISTED THE CORRECT NUMBER OF UNRESCHEDULED PREEMPTIONS, BUT STATED THE AVERAGE NUMBER OF HOURS PER WEEK AS 3.0. THESE UNRESCHEDULED PREEMPTIONS RESULTED IN A REVISED WEEKLY AVERAGE OF 2.61 HOURS.   IN 2ND QUARTER 2008, THE STATION WAS UNABLE TO RESCHEDULE TWO EPISODES OF CORE PROGRAMMING PREEMPTED BY SPORTS COVERAGE, RESULTING IN A REVISED WEEKLY AVERAGE OF 2.92 HOURS.   (THE REPORT FOR 2ND QUARTER 2008 AS ORIGINALLY FILED LISTED THE CORRECT NUMBER OF UNRESCHEDULED PREEMPTIONS, BUT STATED THE AVERAGE NUMBER OF HOURS PER WEEK AS 3.0. THE REPORT WAS REFILED ON MARCH 13, 2015, TO CORRECT THIS NUMBER (CONFIRMATION NO. 87805).) ESTABLISHED IN 1989, THE MORE YOU KNOW, WHICH CELEBRATED ITS 25TH ANNIVERSARY OF CONTINUOUS SERVICE IN 2014, ADDRESSES THE NATION'S MOST PRESSING SOCIAL ISSUES, SUCH AS DIVERSITY, READING, NUTRITION AND PHYSICAL ACTIVITY, SELF-ESTEEM, VOLUNTEERISM, INTERNET SAFETY AND THE ENVIRONMENT, AND REMAINS A TRUSTED VOICE FOR SHARING KNOWLEDGE TO IMPROVE THE LIVES OF CHILDREN AND THEIR FAMILIES. THE MORE YOU KNOW HAS GARNERED NEARLY 50 NATIONAL AWARDS, INCLUDING THE PRESTIGIOUS EMMY AND PEABODY AWARDS. THE STATION ALSO REGULARLY AIRS PSAS PRODUCED BY THE AD COUNCIL, WHICH ADDRESS IMPORTANT FAMILY-ORIENTED AND PUBLIC SAFETY TOPICS, SUCH AS SEAT BELT USE AND DRUNK-DRIVING PREVENTION. DURING 3RD QUARTER 2007, THE STATION AIRED A TOTAL OF 97 THE MORE YOU KNOW PSAS, FOR A TOTAL OF 15.5 MINUTES. DURING 2ND QUARTER 2008, THE STATION AIRED 114 THE MORE YOU KNOW PSAS AND 108 AD COUNCIL PSAS, FOR A TOTAL OF 60 MINUTES. DURING 3RD QUARTER 2008, THE STATION AIRED 109 THE MORE YOU KNOW PSAS AND 114 AD COUNCIL PSAS, FOR A TOTAL OF 64 MINUTES.

WITH RESPECT TO ADDITIONAL LONG-FORM PROGRAMMING OF INTEREST TO CHILDREN, YOUNG TEENS AND THEIR PARENTS, DURING 3RD QUARTER 2007, THE STATION AIRED THE ANNUAL HOUR-LONG 'MACY'S 4TH OF JULY FIREWORKS SPECTACULAR' ON JULY 4, THE THREE-HOUR 'LIVE EARTH CONCERT' ON JULY 7 AND THE TWO-HOUR 'MISS TEEN USA 2007 PAGEANT ON AUGUST 24. DURING 2ND QUARTER 2008, THE STATION AIRED THE ONE-HOUR 'AMERICA'S FAVORITE MOM' MOTHER'S DAY SPECIAL ON MAY 11. DURING 3RD QUARTER 2008, IN ADDITION TO THREE WEEKS OF COVERAGE OF THE HISTORY-MAKING BEIJING OLYMPICS, WHICH APPEALS TO CHILDREN OF ALL AGES, AS WELL AS THEIR PARENTS, AND TEACHES THEM THE VALUE OF TRYING YOUR BEST, GOOD SPORTSMANSHIP AND PHYSICAL FITNESS, THE STATION ALSO AIRED THE ONE-HOUR SPECIAL 'STAND UP TO CANCER' ON SEPTEMBER 5 AND THE ONE-HOUR 'NFL KICKOFF SHOW,' ALSO ON SEPTEMBER 5.

FINALLY, THE STATION HAS ENGAGED IN A NUMBER OF NONBROADCAST EFFORTS THAT ENHANCE THE VALUE OF CHILDREN'S EDUCATIONAL AND INFORMATIONAL PROGRAMMING. FOR EXAMPLE, APPROXIMATELY MONTHLY, THE STATION HOSTS GROUPS OF STUDENTS WHO SHADOW STATION EMPLOYEES AND LEARN ABOUT THE DIFFERENT FUNCTIONS AT THE STATION AND HOW BREAKING NEWS STORIES ARE COVERED AND REPORTED BY THE STATION'S NEWS DEPARTMENT. STATION PERSONNEL ALSO PARTICIPATE IN CAREER DAYS HOSTED BY LOCAL ELEMENTARY, MIDDLE AND HIGH SCHOOLS WHERE THEY DESCRIBE THEIR JOBS AT THE STATION. STATION PERSONNEL OFTEN DELIVER COMMENCEMENT ADDRESSES AT THE GRADUATION CEREMONIES OF LOCAL SCHOOLS AND EMCEE A WIDE VARIETY OF COMMUNITY AND CHARITABLE EVENTS, INCLUDING FUN RUNS TO RAISE MONEY FOR RESEARCH ON SERIOUS DISEASES THAT CAN AFFECT CHILDREN, SUCH AS CANCER AND SICKLE CELL ANEMIA. STATION PERSONNEL ALSO SERVE AS PRESENTERS AS PART OF THE FREE LIBRARY OF PHILADELPHIA'S SUMMER READING PROGRAMMING, WHICH ENCOURAGES CHILDREN TO READ BOOKS OVER THE SUMMER BREAK AND TO TRACK THE NUMBER OF MINUTES THEY SPEND READING. THE STAFF OF THE MEDIA BUREAU HAS ACCORDED FLEXIBILITY TO THE AFFILIATES OF MAJOR NETWORKS TO PREEMPT A LIMITED AMOUNT OF CORE PROGRAMMING FOR THE PRESENTATION OF NETWORK SPORTS. IN THE CHILDREN'S PROGRAMMING PROCEEDING THAT CONCLUDED WITH THE NEGOTIATED AGREEMENT BETWEEN BROADCAST NETWORKS AND CHILDREN'S ADVOCACY GROUPS APPROVED BY THE COMMISSION IN 2006, CHILDREN'S ADVOCATES AGREED THAT MAJOR SPORTING EVENTS SUCH AS THE OLYMPICS GENERALLY MERITED ADDITIONAL FLEXIBILITY.
