REASON FOR EXTENSION REQUEST

SHOCKLEY COMMUNICATIONS, LLC ('SHOCKLEY'), LICENSEE OF KXLT-TV AND PERMITTEE OF KXLT-DT, ROCHESTER, MINNESOTA, HAS MADE PROGRESS TOWARD COMPLETING THE CONSTRUCTION OF THE KXLT-DT FACILITIES. IT HAS ALREADY PURCHASED AND INSTALLED THE DIGITAL ANTENNA, TRANSMISSION LINE AND ALL STUDIO EQUIPMENT REQUIRED FOR THE KXLT-DT OPERATION. IN ADDITION, ON FEBRUARY 28, 2002, SHOCKLEY PLACED AN ORDER WITH HARRIS CORPORATION ('HARRIS') FOR A DIGITAL TRANSMITTER FOR KXLT-DT. WHEN THAT ORDER WAS PLACED, SHOCKLEY WAS INFORMED BY A HARRIS REPRESENTATIVE THAT BASED ON CURRENT FACTORY SCHEDULES, THE ESTIMATED TIME FOR COMPLETING THE SHIPMENT AND INSTALLATION OF THE TRANSMITTER IS MID-TO-LATE JUNE, 2002. GIVEN THIS ESTIMATED DELIVERY SCHEDULE, SHOCKLEY WILL NOT BE IN A POSITION TO COMPLETE THE CONSTRUCTION OF THE DTV FACILITIES BY THE CURRENT MAY 2001 DEADLINE. ACCORDINGLY, OUT OF AN ABUNDANCE OF CAUTION, AND FOR GOOD CAUSE SHOWN, SHOCKLEY RESPECTFULLY REQUESTS A SIX-MONTH EXTENSION OF THE KXLT-DT CONSTRUCTION PERMIT THROUGH NOVEMBER 1, 2002. SHOULD THE COMMISSION REQUIRE ANY ADDITIONAL INFORMATION OR DOCUMENTATION CONCERNING THIS MATTER, IT WILL BE MADE AVAILABLE UPON REQUEST.
