REASONS FOR ADDITIONAL TIME TO CONSTRUCT

THE TOTAL COST OF THE PLANNED PASS-THROUGH DTV FACILITIES IS APPROXIMATELY $1,411,000. THE STATE OF LOUISIANA IS PROVIDING $678,000 TOWARDS THAT COST. THE STATE FUNDS FOR THE TRANSMITTER BECAME AVAILABLE ABOUT DECEMBER 1, 2002, BUT BECAUSE OF STATE REQUIREMENTS THE BID SOLICITATION PROCESS WAS PROTRACTED AND THE BID OPENING IS SCHEDULED FOR MARCH 11. THE LICENSEE EXPECTS TO PLACE THE ORDER WITH THE WINNING BIDDER SHORTLY AFTER THAT. SO THERE WAS A FINANCIAL DELAY THAT IS NOW ALMOST OVER.

DELIVERY OF THE TRANSMITTER IS EXPECTED IN 120 DAYS FROM THE PLACEMENT OF THE ORDER, WHICH SHOULD RESULT IN DELIVERY APPROXIMATELY JULY 15, 2003. THE LICENSEE HAS ALREADY ORDERED DIGITAL SATELLITE RECEIVERS AND A DIGITAL MICROWAVE SYSTEM FOR THE CONVERSION.

THE LICENSEE HAS AN AGREEMENT WITH A COMMERCIAL TELEVISION BROADCASTER UNDER WHICH THAT BROADCASTER IS RESPONSIBLE FOR THE MAINTENANCE OF THE PUBLIC TELEVISION STATION ANTENNA AND TRANSMISSION LINE. THE LINE, WHICH WILL BE USED FOR THE DTV INSTALLATION, HAS DETERIORATED, AND RATHER THAN REPAIRING IT, THE COMMERCIAL LICENSEE HAS DECIDED TO REPLACE THE ENTIRE ANTENNA SYSTEM. THE LICENSEE IN OCTOBER 2002 REQUESTED THE COMMERCIAL BROADCASTER TO ORDER THE NEEDED EQUIPMENT. HOWEVER THAT BROADCASTER HAS DELAYED PLACING THE ORDER UNDER ITS NEW FISCAL YEAR STARTS ON MARCH 1, 2003 WHEN FUNDS ARE IN PLACE. THAT BROADCASTER HAS INFORMED THE LICENSEE THAT IT ANTICIPATES EQUIPMENT DELIVERY AND INSTALLATION AROUND JULY 2003.

BASED ON THE CURRENT STATUS OF CONSTRUCTION, IT APPEARS THAT THE STATION CAN BE COMPLETED WITHIN THE REQUESTED SIX-MONTH EXTENSION PERIOD.
