PROGRESS SINCE GRANT OF PREVIOUS EXTENSION

SINCE THE GRANT OF THE PERMITTEE'S MOST RECENT EXTENSION APPLICATION, THE FCC HAS ADOPTED A REPORT AND ORDER IN MM DOCKET NO. 02-81, DA 03-491, RELEASED FEBRUARY 27, 2003, APPROVING THE PERMITTEE'S PROPOSED SUBSTITUTION OF CHANNEL 9 FOR CHANNEL 59 IN THE DTV TABLE OF ALLOTMENTS AT BETHLEHEM, PENNSYLVANIA. THE FCC FOUND THAT THE SUBSTITUTION WOULD SERVE THE PUBLIC INTEREST IN VARIOUS RESPECTS, INCLUDING THE ABILITY TO CONSTRUCT A DTV STATION ON AN IN-CORE CHANNEL AND REDUCE THE PERMITTEE'S DTV TRANSITION COSTS. CONTEMPORANEOUSLY WITH THE FILING OF THIS EXTENSION APPLICATION, THE PERMITTEE HAS FILED A MINOR CHANGE APPLICATION ON FCC FORM 301-DT TO IMPLEMENT THE CHANNEL CHANGE AUTHORIZED BY THE REPORT AND ORDER. WHILE THAT APPLICATION IS UNDER FCC CONSIDERATION, THE PERMITTEE WILL COMPLETE ANY REMAINING STUDIES AND WILL BE PREPARED TO COMMENCE CONSTRUCTION EXPEDITIOUSLY ONCE THE MODIFICATION APPLICATION IS GRANTED.

TIME REQUIRED TO COMPLETE CONSTRUCTION

IN PREVIOUS EXTENSION APPLICATIONS, THE PERMITTEE HAS PLEDGED TO COMPLETE CONSTRUCTION OF NEW DTV FACILITIES WITHIN EIGHTEEN MONTHS FROM THE DATE OF THE FCC'S APPROVAL OF THE SUBSTITUTION OF CHANNEL 9 FOR CHANNEL 59. THE PERMITTEE IS ENGAGED IN ONGOING FUNDRAISING ACTIVITY AND IS HOPEFUL THAT CONSTRUCTION WILL BE COMPLETED IN SIGNIFICANTLY LESS TIME THAN IT HAS PREVIOUSLY BEEN ABLE TO PROMISE.
