REASONS REQUIRING ADDITIONAL TIME TO CONSTRUCT

THE INSTANT APPLICATION REQUESTS AN EXTENSION OF TIME, THROUGH AND INCLUDING MAY 9, 2004, TO COMPLETE CONSTRUCTION OF PUBLIC STATION WKNO-DT, MEMPHIS, TENNESSEE (FILE NO. BPEDT-20000425AAO; AS MODIFIED, BMPEDT-20021112CA; AND AS EXTENDED, BEPEDT-20030226ABD), IN ACCORDANCE WITH THE COMMISSIONS RULES AND REGULATIONS GOVERNING IMPLEMENTATION OF DIGITAL TELEVISION OPERATIONS. AS SHOWN IN ITS INITIAL EXTENSION REQUEST AND BELOW, LICENSEE MID-SOUTH PUBLIC COMMUNICATIONS FOUNDATION HAS ACTED WITH DUE DILIGENCE TO IMPLEMENT NONCOMMERCIAL EDUCATIONAL DIGITAL SERVICE TO THE MEMPHIS COMMUNITY. THE FOUNDATION IS PLEASED TO REPORT THAT, DURING THE MOST RECENT CONSTRUCTION PERIOD, IT HAS MADE SUBSTANTIAL PROGRESS TOWARDS CONSTRUCTION OF THE NEW DIGITAL STATION AND EXPECTS TO ACTIVATE DIGITAL OPERATIONS WITHIN THE NEXT SIX MONTHS. UNDER THE CIRCUMSTANCES, GRANT OF THE INSTANT EXTENSION REQUEST WOULD WELL SERVE THE PUBLIC INTEREST IN ACCESS TO NONCOMMERCIAL EDUCATIONAL DIGITAL TELEVISION SERVICE.

SET FORTH BELOW IS A SUMMARY DETAILING THE LICENSEES EFFORTS TO IMPLEMENT DIGITAL SERVICE DURING THE MOST RECENT CONSTRUCTION PERIOD.

1. THE TRANSMITTER HAS BEEN DELIVERED AND INSTALLED. THE LICENSEE IS AWAITING POWER CONNECTION BY THE LOCAL UTILITY COMPANY; THIS ASPECT OF THE PROJECT HAS BEEN DELAYED BY SEVERE SUMMER STORMS WHICH DISRUPTED SERVICE THROUGHOUT THE AREA AND REQUIRED UTILITY RESOURCES TO BE DEVOTED TO RESTORING BASIC SERVICE TO THE PUBLIC.

2. THE TOWER CREW IS SCHEDULED TO BEGIN INSTALLATION OF THE COMBINED DTV/ANALOG ANTENNA DURING THE WEEK OF SEPTEMBER 8, 2003. WEATHER PERMITTING, AND THE LICENSEE EXPECTS THAT THIS WORK WILL BE COMPLETED WITHIN TWO MONTHS.

3. UNDER ALL OF THE CIRCUMSTANCES, THE LICENSEE EXPECTS THAT ITS DTV FACILITIES WILL BE ACTIVATED BY THE SPRING OF 2004.
