FREQUENCY MEASUREMENTS

FREQUENCY MEASUREMENTS WERE MADE ON APRIL 2, 2004, USING A HP MODEL 8753ES NETWORK ANALYZER, LAST CALIBRATED ON NOVEMBER 7, 2003. THE VISUAL CARRIER WAS FOUND TO BE 538 HZ HIGH, WHICH IS WITHIN THE 1 KHZ FREQUENCY TOLERANCE. THE INTERCARRIER FREQUENCY SEPARATION WAS FOUND TO BE 4.500056 MHZ, OR 56 HZ HIGH, WHICH IS AGAIN WITHIN THE 1 KHZ FREQUENCY TOLERANCE.

SECTION 73.1690 PERMISSIVE CHANGES

A NEW DIELECTRIC MODEL TF-12HT-DC P230 'PEANUT' DIRECTIONAL ANTENNA HAS BEEN SUBSTITUTED FOR THE LICENSED BUT 40-YEAR OLD GE MODEL TY-70-H 'PEANUT' DIRECTIONAL ANTENNA. AS DOCUMENTED IN EXHIBIT 13, THE REPLACEMENT DIELECTRIC ANTENNA HAS AN AZIMUTH PATTERN THAT IS IDENTICAL TO THE LICENSED GE ANTENNA. HOWEVER, DUE TO DIFFERENT APERTURES, THE CENTER-OF-RADIATION HEIGHT OF THE NEW DIELECTRIC ANTENNA WILL BE 1.5 METERS LOWER THAN THE PRESENTLY LICENSED ANTENNA. THE NEW CENTER-OF-RADIATION HEIGHT WILL BE 305.6 METERS AGL, 306.5 METERS AMSL, AND 306.0 METERS HAAT (BASED ON THE 8 STANDARD RADIALS AND 3-SECOND TERRAIN DATA). THIS LOWERED C.O.R. HEIGHT IS WITHIN THE +2/-4 METER HEIGHT PERMITTED BY SECTION 73.1690(C) OF THE FCC RULES. THE WYES-TV F(50,50) 77 DBU CITY GRADE CONTOUR WILL CONTINUE TO COMPLETELY ENCOMPASS THE NEW ORLEANS CITY LIMITS.

EQUIPMENT PERFORMANCE MEASUREMENTS

DURING EQUIPMENT PERFORMANCE MEASUREMENTS ON THE NTSC TRANSMITTER THROUGH THE NEW D11/N12 CHANNEL COMBINER, EXCESSIVE GROUP DELAY WAS DETECTED BETWEEN 3.9 AND 4.2 MHZ ABOVE THE VISUAL CARRIEER. HARRIS CORPORATION IS SENDING A MODIFICATION KIT FOR THE NTSC EXCITER THAT WILL ALLOW CORRECTION OF THIS CONDITION SO THAT THE NTSC SIGNAL COMPLIES WITH THE GROUP DELAY LIMITS AFTER PASSING THROUGH THE COMBINER. THIS MODIFICATION IS EXPECTED TO OCCUR WITHIN 30 DAYS; UPON RECEIPT OF THE MODIFICATION KIT, A NEW PROOF OF PERFORMANCE ON THE NTSC TRANSMITTER WILL BE CONDUCTED, TO ENSURE THAT THE RADIATED SIGNAL MEETS THE NTSC GROUP DELAY LIMITS.

IT SHOULD BE NOTED THAT AT PARAGRAPH 79 OF THE JANUARY 19, 2001, MM DOCKET 00-39 FIRST R&O, THE COMMISSION FOUND THAT A BLANKET WAIVER OF THE SECTION 73.687(A)(3) GROUP DELAY SPECIFICATION WAS APPROPRIATE FOR NTSC TV STATIONS WITH UPPER-ADJACENT-CHANNEL DTV ASSIGNMENTS THAT CHOOSE TO MULTIPLEX BOTH THE NTSC AND DTV SIGNALS INTO A COMMON ANTENNA. ALTHOUGH WYES-TV HAS A LOWER-ADJACENT DTV ALLOTMENT, WAIVER OF THIS RULE IS SIMILARLY REQUESTED. OPERATION WITH OUT-OF-TOLERANCE GROUP DELAY BETWEEN 3.9 AND 4.2 MHZ ABOVE THE WYES-TV VISUAL CARRIER WILL ONLY BE A TEMPORARY CONDITION, UNTIL THE REQUIRED GROUP DELAY PRE-CORRECTION CIRCUITRY CAN BE ADDED TO THE WYES-TV EXICITER, AND POSES NO INTERFERENCE THREAT TO OTHER STATIONS.

THE RADIO FREQUENCY POWER DENSITY PREDICTED AT 1.8 METERS AGL FOR THE PROPOSED OPERATION WITH ITS REPLACEMENT 'PEANUT' DIRECTIONAL ANTENNA AT A SLIGHTLY LOWER C.O.R. HEIGHT OF 306.5 M AMSL IS 1.3% OF THE PUBLIC EXPOSURE LIMIT APPLYING AT VHF TV FREQUENCIES. BECAUSE THIS IS LESS THAN 5% OF THE ALLOWABLE LIMIT, THE PROPOSED FACILITIES ARE CATEGORICALLY EXCLUDED FROM HAVING TO CONSIDER THE CONTRIBUTIONS OF OTHER RF SOURCES AT OR NEAR THE SITE.
